incorporated in 1992. It is a national for-profit corporation, incorporated under the
Business Corporations Act of Canada. It is controlled by Canadian Shareholders, who hold
100% of the shares in the company.

Robert Simpson
Managing Director-A senior government, business and professional consulting strategist for 32
years, Robert combines 25 years in Canadian government and 7 years of international
practice. He has planned, directed, executed and evaluated projects in 11 countries in
Africa, Asia, Central and Eastern Europe and South America. His practice combines public
sector management, capital markets development and economic and enterprise development.
Our company focuses on policy-making, institutional strengthening, management systems, and
human resources policies and practices. Robert directs projects on behalf of the company,
monitors world-wide capital market and government reform initiatives, builds consulting
capacity, recruits and assigns consulting associates, and sets and attains our
professional standards.
He has designed and managed projects on government reform and financial markets
development, including securities, credit unions, and micro-finance, in Bangladesh, Cape
Verde, Ethiopia, Ghana, Guyana, Hungary, Sao Tome, Senegal, Sierra Leone, Slovakia, Uganda
and Vietnam. As a former Permanent Secretary in government in Canada, he is a specialist
in assessing policy frameworks for effective project planning and management and
projecting interventions in transition economies. He also brings special expertise in
project monitoring and evaluation.
As a Permanent Secretary (Deputy Minister) in Canada, he directed the allocation,
management, and control of a $45 billion Budget. He assigned funds to 25 sector
departments. He chaired government task forces on programme accountability and
effectiveness. He implemented new capital budgeting mechanisms, designed a new mandate for
the Auditor General, and divested and restructured state corporations. As Permanent
Secretary of Financial Institutions, he was responsible for policy and regulation of securities, insurance, banks,
trust companies, credit unions and pension plans. With twelve years of experience as the
top regulator of financial institutions, he is a world class policy maker and regulator.
He has developed models for framework analysis in public sector management and financial
markets, including micro-finance. |
